What is ClearPA?
ClearPA (ClearPA.com) is a secure website where prescriber offices respond to prior authorization requests from their patients' pharmacies. It's run by Develop Health. When a pharmacy that works with Develop Health needs clinical information to finish a patient's PA, it sends the request to your office by fax, with the ClearPA.com address and a passkey for that request.

On ClearPA.com, staff open the request, upload the patient's chart notes, review the answers Develop Health's AI drafts from those notes, and submit. Develop Health then sends the PA to the patient's health plan and tracks the decision. The pharmacy that started it can follow its progress.
Who runs ClearPA, and is it legitimate?
Yes, ClearPA is a legitimate website. It's run by Develop Health, a prior authorization software company. Practices, pharmacies, and life sciences companies use Develop Health's software to complete prior authorizations, and pharmacies use ClearPA to reach the prescriber offices they work with.

About Develop Health
ClearPA is the part of Develop Health's software that prescriber offices see when a pharmacy needs their help. The company raised a $14.3 million Series A led by Wing Venture Capital in August 2025.
For a short overview written for prescribers, see ClearPA by Develop Health.
Security and privacy
Develop Health has a SOC 2 Type 2 report, HITRUST e1 certification, and a HIPAA compliance program. Your compliance or IT team can review the details at the Develop Health Trust Center.
On ClearPA.com, patient details appear only after you verify with the passkey and the prescriber's last name. Request emails leave out patient identifiers. Develop Health's Privacy Notice and Terms of Use are on develophealth.ai.
Why did my office get a ClearPA request?
Your patient's pharmacy started a prior authorization because the health plan requires one for a medication your office prescribed. To finish it, the pharmacy needs clinical information from your chart. The pharmacy works with Develop Health, so its request reaches you through ClearPA.
How pharmacy-started prior authorizations work
Many PAs start at the pharmacy rather than in the exam room:
The prescriber sends a prescription to the pharmacy.
The pharmacy runs the claim with the patient's health plan.
The health plan rejects the claim because the drug needs prior authorization.
The pharmacy starts the PA.
The pharmacy asks your office for clinical answers, such as the diagnosis, earlier treatments, labs, and visit notes, because the health plan's questions need them.
Why the pharmacy needs your office
A pharmacy can start a PA, but it can't answer the clinical questions on its own. Only the prescriber's chart shows the diagnosis, what the patient has already tried, and how it went. Without that information, the pharmacy may not be able to complete the PA, and your patient's prescription can be delayed.
Prior authorization takes up a large part of most offices' week. Physicians in the AMA's 2025 Prior Authorization Physician Survey reported an average of 40 prior authorizations a week, taking about 13 hours of physician and staff time.
What a real ClearPA request looks like
What's on a ClearPA fax
ClearPA requests often arrive by fax but can also come through other channels such as DSM (in-EHR Direct messaging), phone, or e-mail. Each one includes:
The pharmacy's name: the pharmacy that started the PA and sent the request
The patient and the medication: so you can match it to a prescription
The ClearPA.com web address: where you respond online
An 8-character passkey: for this request
Response instructions: how to respond online, by fax or by DSM
Email and Direct secure message requests
If your office has an email address on file, the request may also arrive by email. The email carries a secure sign-in link and leaves out patient identifiers. If your practice has a Direct address, the request can also arrive as a Direct secure message, and you can reply to it with documents attached.
If nobody responds, reminders follow by fax and email, and Develop Health's team sometimes calls.
How to confirm a request before you open it
Checking an unexpected request before you open it is good practice. Here's how:
Match the patient and medication to a prescription your office sent.
Check the pharmacy name on the fax. To confirm with the pharmacy, call it at the number you already have on file.
Check the web address. Requests point to ClearPA.com, which opens Develop Health's sign-in page at platform.develophealth.ai.
Ask Develop Health directly atclearpa@develophealth.ai.
What ClearPA won't ask for: To open a request, you only need the passkey from the fax and the prescriber's last name. ClearPA won't ask for payment to respond, or for any password.
How to complete a ClearPA request, step by step
Most of the work is gathering the right notes and checking the answers. Here's each screen in order.
Before you start
Have these ready:
The ClearPA fax for this patient, which has the passkey

The prescriber's last name, as it appears on the fax
The patient's recent chart notes: the last visit note with the diagnosis, the medication history (what's been tried, for how long, and how it went), and any relevant labs or test results
Step 1: Go to ClearPA.com and verify
Type ClearPA.com into your browser. It opens Develop Health's secure sign-in page. Enter the 8-character passkey from the fax and the prescriber's last name, then select Continue. There's no account or password to create.

Step 2: Check the request
You'll see the patient, the medication, and the pharmacy that started the PA. Make sure it matches a prescription your office sent. If something doesn't match, check with the pharmacy or email clearpa@develophealth.ai before you go further.

Step 3: Choose how to respond
Depending on what your pharmacy offers, you'll see up to four options:
Upload notes and review the answers yourself
Upload notes and let the pharmacy finish
Answer the health plan's questions directly
Reply by fax
The steps below follow the first option. The comparison further down explains when each one fits.
Step 4: Upload chart notes
Upload the notes you gathered. The more your notes cover, the more of the health plan's questions can be answered from them.
PA questions often ask what the patient has already tried. A medication history with drug names, dates, and how each one worked can answer several questions at once.
Step 5: Review the drafted answers
Develop Health's AI reads your notes and drafts answers to the health plan's questions. When the drafted answers appear:
Flagged answers could lead to a denial, so check them and add documentation where you can.
Open questions are ones your notes don't clearly answer. Complete them yourself.
Every answer is editable, so change anything that isn't right.
Step 6: Submit
When the answers look right, submit. Develop Health sends the PA to the pharmacy benefit manager (PBM) for the patient's health plan, electronically or by fax, and tracks the decision. The pharmacy that started the request can follow its progress.
Before you leave, you can update your office's contact details or ask to connect your EHR, so future requests can start from your records. You'll find practice testimonials for Develop Health on develophealth.ai.
ClearPA not working? Troubleshooting
ClearPA.com won't open on your office network
Some office and hospital networks block websites they haven't seen before. Ask your IT team to allow clearpa.com and platform.develophealth.ai, and reply by fax or DSM in the meantime.
The passkey isn't accepted
Check that you're using the passkey from the fax for this request, and the prescriber's last name as it appears on the fax. If it still doesn't work, email clearpa@develophealth.ai.
The request can't be found
The pharmacy may have closed it. Check with the pharmacy or contact Develop Health at clearpa@develophealth.ai
A note for IT and compliance teams

Frequently asked questions
Is ClearPA a legitimate website?
Yes. ClearPA.com is owned and run by Develop Health, a prior authorization software company based in Menlo Park, California. Pharmacies use it to request the clinical information they need for their patients' prior authorizations. To confirm a specific request, call the pharmacy at the number you have on file.
Is ClearPA related to Clearpay?
No. ClearPA is Develop Health's prior authorization website for prescriber offices. It isn't connected to Clearpay, the buy-now-pay-later payments service. Searches for "ClearPA" sometimes show Clearpay results because the names are similar.
Do I need an account to use ClearPA?
No. You open each request with the passkey on the fax and the prescriber's last name.
Does ClearPA cost anything?
No. Responding to your patient's pharmacy through ClearPA is free for your office.
Can I reply by fax instead of using the website?
Yes. Use the response page that comes with the fax to send chart notes, tell the pharmacy the PA is no longer needed, or ask for the full question form by fax.
What if we already submitted this PA another way, such as CoverMyMeds?
Let the pharmacy know so the PA isn't submitted twice. You can call the pharmacy, or use the fax response page to say the PA is no longer needed.
What happens if we don't respond?
The pharmacy may not be able to complete the PA without your clinical information, and your patient's prescription can be delayed. Reminders arrive by fax, and by email if your office has an address on file. You may also get a follow-up call.
What happens to the chart notes I upload?
Develop Health uses them to complete this prior authorization, and the request goes to the patient's health plan. For how Develop Health protects data, see the Develop Health Trust Center and Develop Health's Privacy Notice.
